Background of the Study

In Nigeria, healthcare access remains a significant challenge, particularly in rural areas like Jega Local Government in Kebbi State. One of the ways to address this challenge is through local health insurance policies that aim to provide affordable healthcare services to residents, particularly the vulnerable population. Jega Local Government has introduced various health insurance schemes as part of broader efforts to improve health outcomes and reduce the financial burden of healthcare. However, the effectiveness of these policies in providing accessible, quality, and affordable healthcare remains under-researched. This study seeks to evaluate the impact of local health insurance policies in Jega on healthcare accessibility and affordability for residents.

1.2 Statement of the Problem

Although health insurance schemes have been introduced at the local level, the full extent of their effectiveness in addressing issues of accessibility and affordability in rural areas like Jega has not been sufficiently explored. There is limited empirical data on how local health insurance policies are implemented and whether they genuinely benefit the local population in reducing out-of-pocket expenses for healthcare. This study aims to fill this gap by evaluating the impact of these policies in improving healthcare provision in Jega Local Government.

1.3 Objectives of the Study

  1. To assess the effectiveness of local health insurance policies in providing affordable healthcare in Jega.

  2. To examine the challenges faced by residents in accessing healthcare under the local health insurance scheme.

  3. To evaluate the financial sustainability of local health insurance policies in Jega.

1.4 Research Questions

  1. To what extent have local health insurance policies improved the affordability of healthcare in Jega?

  2. What challenges do residents face in accessing healthcare through the local health insurance scheme?

  3. How sustainable are the local health insurance policies in ensuring long-term affordability and accessibility?

1.5 Research Hypotheses

  1. Local health insurance policies in Jega have led to improved healthcare accessibility and affordability.

  2. Residents of Jega face challenges such as lack of awareness, low enrollment, and inadequate coverage under the local health insurance scheme.

  3. The local health insurance scheme faces financial sustainability issues that could affect its long-term success.

1.6 Significance of the Study

This study will provide valuable insights into the effectiveness of local health insurance policies in improving healthcare accessibility and affordability in rural Nigerian communities. The findings will inform policymakers, health administrators, and stakeholders about the potential benefits and limitations of these schemes, and contribute to the improvement of local healthcare systems.

1.7 Scope and Limitations of the Study

This study focuses on the evaluation of local health insurance policies in Jega Local Government, Kebbi State. Limitations include potential biases in self-reported data from residents and health workers, and challenges in assessing the financial sustainability of the health insurance policies.

1.8 Operational Definition of Terms

  • Health Insurance Policies: A system where individuals or groups pay premiums to provide financial protection for health care services.

  • Affordable Healthcare: Access to necessary health services without suffering financial hardship.

  • Sustainability: The ability of the health insurance policies to continue providing affordable healthcare over the long term without financial collapse.
